When the Junta take the council to court over the matter of illegal builds and the council win their case does this then mean that the land is totally legal and therefore LFO's can be granted or am I missng something?

As I understand it the cases are ebing taken to court on the basis that the Town Hall acted outside of their remit by granting the building permits. The courts have been asked to decide whether this is the case and in these case they have ruled that the Tow Hall acted in accordance with the law and therefore as far as I am aware they are fully legal.

There does, of course, remain the issue of what areas will be covered by the Plan General for each area but I am advised that whem that happens it will incorporate all built houses.

The issue with the LFOs has been in the hands of the Town Halls and many, like ours, have been using the leverage of witholding these until the buuilders have completed whatever they were required to do.

So yes LFOs have been granted mostly even though court cases may have been pending.
